Ms. Huang graduated from Peking University and China University of Political Science and Law, with a J.D. degree. Ms. Huang is a senior partner of Guantao, and the deputy director of Guantao’s Administrative Law and Tax Law Committee, and a practice advisor for the Juris Master of Renmin University of China. Ms. Huang has worked in the legal profession for 15 years. She first worked in judicial practice for many years in Beijing courts after receiving the M.S. degree. After that, she moved to Guantao and worked as senior consultant, partner and senior partner. Ms. Huang specializes in administrative penalty hearings, administrative reconsideration and litigation, and is especially skilled in resolving complex overlapping disputes between civil and administrative law. In addition to representing several large-scale cases involving heavy administrative penalties and withdrawal of natural resources exploitation license, Ms. Huang has also represented many departments of the State ministries and commissions, Beijing municipal and district people's governments on daily consulting, administrative reconsideration and litigation. Based on a deep understanding of the court's trial thinking, the government's operational structure and the demands of the counterparties, Ms. Huang is often able to find a better solution at the strategic and tactical levels and help her clients achieve their objectives. Ms. Huang has been and is currently serving as the expert for the national third party supervision and evaluation mechanism for the compliance of enterprises involved in cases, an expert for the Beijing Fair Competition Review Joint Committee, the deputy director of the Government Legal Counsel Committee of Beijing Xicheng District Lawyers' Association and a member of the Policy and Legal Work Committee of China Special Equipment Inspection Association.
