Yang Xuhui is the head of the administrative law practice in Guantao Chengdu Office. He specializes in administrative legal affairs, including the daily operations of administrative authorities, government business invitations and investment, formulation of normative administrative documents, administrative law enforcement, administrative reconsideration, administrative lawsuit, administrative compensation, social stability risk assessment, etc., especially focuses on land and resources management, planning and construction management. •As a perennial legal counsel of a district government, Mr.Yang has reviewing and revising numerous PPP (Public-Private Partnership) normative documents promulgated and implemented by a district, and providing legal advisory opinions; and providing whole-process legal advisory services in respect of the preliminary feasibility, government procurement, contract signing and implementation of many PPP projects in a district, and reviewing and revising many PPP project contracts (including guiding texts) in a district for several times;
• Served as a special legal consultant of the PPP project implementation agency of a reclaimed water plant (sewage treatment plant) , providing legal services for whole process of the project;
